Ukraine Presidential Administration Identifies Performance Program Budgeting as Basis for Further Systemic Reforms

 

Ukraine’s Presidential Administration and the Ministry of Health of Ukraine have prepared a bill called “On Conducting an Experiment on the Implementation of the Public Health System Reform in the Donetsk, Dnipropetrovsk, and Vinnytsya Oblasts.”

In response to a written invitation from the First Deputy Head of the Presidential Administration Iryna Akimova, IBSER Director General Iryna Shcherbyna took part in a conference devoted to discussing the draft of the legislation. The event was held at the offices of the Presidential Administration on 14 January 2011.

The conference was attended by the First Deputy Minister of Health Olexander Anishchenko, Deputy Minister of Finance Sergiy Rybak, department heads from those ministries and the Ministry of Justice, as well as heads of Principal Directorates of Health from the Poltava and Donetsk oblast State administrations.

In the course of discussing the bill, the participants of the conference gave high marks to the PPB pilot implementation supported by the MFSI Project and singled out PPB as one of the key components in implementing the reform of Ukraine’s public health system as it enables the matching the funding of healthcare institutions and the quality of services they provide.

    First Deputy Head Akimova has invited IBSER to take an active part in the finalization of the draft of the legislation.
