IBSER assisting actively in planning the 2011 Kyiv City PPB budget

    On 21 January 2011, the Kyiv City State Administration (KCSA) and experts of the MFSI project/IBSER  held a seminar on implementing the Performance Program Budgeting (PPB) method of formulating and executing local budgets in the city of Kyiv.

    Attendees consisted of about 40 deputy heads of finance and economy and heads of finance directorates of KyivCityDistrictState administrations, as well as heads of line departments of the KCSA Principal Finance Directorate.

    The seminar covered issues relevant for the further formulation of Kyiv’s PPB-based budget for 2011, namely:

1. Key principles of strategic planning. Conditions for PPB implementation: strategic planning and medium-term budget planning.

2. Performance Program Budgeting methodology at the local level.

3. Tasks for further implementing PPB in the city of Kyiv.

    The assistance provided by the MFSI/IBSER project is extremely relevant especially now, when the Kyiv city budget is being actively formulated. The practical advice and recommendations from MFSI/IBSER will enable the planning of the Kyiv city budget for 2011 and for the medium-term with maximum efficiency and in line with PPB requirements.
