Oleksandr Popov Discusses Kyiv’s Cooperation with USAID

 

    On 4 February 2011, the Head of Kyiv City State Administration (KCSA), Oleksandr Popov, met with representatives of USAID who were on a working visit in Ukraine. The City of Kyiv participates in USAID’s Municipal Finance Strengthening Initiative technical assistance project, which aims to introduce Performance Program Budgeting (PPB) to Ukraine’s local governments. The project is implemented by the Institute for Budgetary and Socio-Economic Research (IBSER).

    The meeting focused on the results to date in PPB implementation and the technical assistance that needs

to be provided in 2011-2014.

    Oleksandr Popov noted that Kyiv is an active participant in the budget reform and is formulating its budget so that every kopeck should be used efficiently.

     “We have conducted a significant number of training workshops for our staff, have mastered the basics of Performance Program Budgeting, and now our specialists need a broader spectrum of knowledge. For example, it would be interesting to test the interaction with the private sector using the mechanisms of medium-term planning. In fact, one of the government’s reform areas envisages the use of PPB approaches, which allow engaging the private sector in providing services to Kyiv’s citizens.

    For instance, the provision of primary medical care will be carried out this year through family physicians based on a private initiative and at the expense of budgetary funds," he explained.

    Also, Oleksandr Popov noted that the municipal government would be interested in consultancy and technical assistance in the area of introducing modern mechanisms for effective city management. These include collaboration with the leading international and national companies based on concession terms, primarily, in the area of housing and communal services. He also assured that Kyiv would be a reliable partner in implementing USAID programs.
