Kyiv 2011 PPB-based city budget approved

 

    On 24 February 2011, the Kyiv City Council approved the 2011 Kyiv city budget formulated based on the Performance Program Budgeting (PPB) method. This is the first time ever that the Kyiv budget has been prepared in a new format, which, unlike the old, line-item budget, combines the resources and results to be achieved.

    This has resulted from a proactive collaboration between the experts of the Municipal Finance Strengthening Initiative Project and the Kyiv City State Administration (KCSA), which started in August 2010, when the City of Kyiv was the last city to join in the nationwide experiment of PPB implementation.

    However, working within an extremely short timeframe IBSER with support of the KCSA managed to deliver a large-scale series of trainings and consultations on PPB budgeting for more than 500 local officials over four months. It resulted in developing 631 budget programs costing a total of Hr 16.4bn for 2011. Those included over municipal infrastructure investment 60 programs costing more than Hr 2.5bn . All the programs have very clearly stated goals and four types of performance indicators, the most important of which are performance and effectiveness indicators. This enables the implementation of monitoring and evaluation of the city’s budget programs.

    The Project in cooperation with KCSA continues to work on implementing PPB-based budget issues, including the development of a program monitoring and evaluation system.
