7th Financial & Economic Forum

The 7th Financial and Economic Forum Was Held in Kyiv

 

    The Institute for Budgetary and Socio-Economic Research, which implements the Municipal Finance Strengthening Initiative Project (MFSI) with support of the United States Agency for International Development (USAID), on 31 March 2011 hold the seventh Finance and Economic Forum on the following topic: Strengthening the Financial Capacity for Local Development.

    The Forum topics included discussions on the issues of development budget formation in the environment of the new Budget Code and Tax Code, raising the efficiency of budget resources management, the prospects for using Public-Private Partnership arrangements, and local borrowing and guarantees as tools for implementing infrastructure projects.

    The event’s participants were familiarized with the results of the evaluation of the experiment of implementing the Performance Program Budgeting (PPB) method for local budgets in 2010. In particular, case studies of PPB implementation in Kyiv, Crimea and Zhytomyr oblast were presented, there was also a discussion on further steps in implementing the PPB experiment at the local level in 2011-2012.

    More than 50 representatives of the VR Committee on Budget, Cabinet of Ministers, Ministry of Finance, Ministry of Economic Development and Trade of Ukraine, Ministry of Housing & Communal Services, other government agencies, oblastState administrations and oblast Finance Departments, representatives of the USAID, EBRD, academic community, international experts, NGO leaders and mass media took part in the Forum.

    Based on the findings of the 7th Financial and Economic Forum, recommendations were prepared, distributed among all the stakeholders and placed on IBSER web-site.
