Financial Planning Training in
On 19 April 2011, the Budget Institute completed a series of trainings on financial planning to be used in preparing the Strategic Plan for Economic and Social Development and Energy Saving Programs for the cities selected together with the Municipal Heating Reform (MHR) Project.
The final training event of the series, which took place in Sevastopol, brought together the specialists of departments and line directorates of the Sevastopol City State Administration (Directorate of Finance, Directorate of Economy, Directorates of Capital Construction and Housing and Communal Services), the staff of the city’s communal services enterprises, and representatives of the city’s NGOs, or in total 15 persons.
The training focused on the issues related to the methodological basics of strategic planning, mechanisms for assuring coordination between strategic documents and the development budget based on Performance Program Budgeting (PPB) in the budget process, and new approaches to the financing of municipal infrastructure improvement projects. The training participants had an opportunity to consolidate their newly acquired knowledge and skills by doing practical assignments on planning and providing a financial justification for an investment project, program, or area development plan.
At the end of the training, when the participants were thanking the Budget Institute, the representatives of the Citizen Council at the Sevastopol City State Administration laid a special emphasis on the usefulness of the information on opportunities for attracting new sources of financing for municipal infrastructure development projects, and developing the specific arrangements and financial mechanisms used in this process. The Citizen Council is particularly interested in the transition from line item budgeting to PPB-based budgeting.
