As part of the Municipal Heating Reform (MHR) Project, the MFSI Project took part in a seminar on municipal energy planning, which was held on 26 July 2011. The event was organized by the MHR Project in Kyiv for the new partner cities of Dnipropetrovsk, Kyiv, Rivne, and Khmelnytskyi.
During the seminar, the IBSER experts shared their experience related to developing and implementing budget programs that are essential components for realizing municipal energy plans. They emphasized the importance of PPB application in the budget process, as this will will ensure energy saving projects’ greatest efficiency. They also familiarized the participants with the special features of budget and targeted programs and their connections within the system of strategic planning.
