Working group meeting at MinFin

      A regular meeting of a working group on Regional Development and Interbudgetary Relations Reform was held at the Ministry of Finance of Ukraine on 9 August 2011. The Budget Institute was represented at the meeting by IBSER Director General Iryna Shcherbyna, who is a member of this Working Group.
       The meeting participants discussed the progress in implementing the 2011 schedule of reforms in the area of Regional Development and Interbudgetary Relations Reform, in particular, with regard to activities for developing a draft ordinance of the Cabinet of Ministers on granting the status of depressed territories and on amending the Cabinet of Ministers Decree dated 20 June 2007, No. 833 "On Approving a Comprehensive Evaluation of the Socioeconomic Development of the Autonomous Republic of Crimea, Oblasts, Cities of Kyiv and Sevastopol" with regard to improving the procedure, methodology, and list of indicators used for evaluating the socioeconomic development of the regions.
     The participants made special emphasis on discussing the issue of approving a Standard List of budget programs and their performance indicators for local budgets for the expenditures, which are disregarded when determining the amount of intergovernmental transfers.
