The Initial Results of the City of Kyiv’s PPB-Derived Budget Considered by the Kyiv City State Administration Collegium

  The Kyiv City State Administration (KCSA) Collegium met on 21 September to review the results of implementing Kyiv’s municipal budget in the first half of 2011. Among other things, note was made of the beneficial effects of PPB implementation on the city budget. The Collegium also determined further steps, based on IBSER requests, towards improving PPB budgeting in the City of Kyiv.
  Director General of IBSER Iryna Sherbyna made a report on the status of implementation of program budgeting in Kiev. For today 771 budget programs for 49 key spending units have been developed in the City of Kyiv as of 1 July 2011. These include 99 (or 12.8%) budget programs regarding investments; 417 budget programs (54.0%) on social and cultural issues; and 103 programs (13.4%) intended for developing and improving the performance of the housing and communal services and municipal infrastructure. Significant focus has been made on energy saving actions that can substantially improve budget savings.
  The Collegium has concluded that the experience of PPB implementation in the City of Kyiv has demonstrated that PPB is practically the only suitable method for combining strategy with budgeting tactics for the medium term. It also offers great opportunities for the detailed and objective review of the effectiveness of budget spending and improved efficiency for the further management of taxpayers' money. PPB enables the government to ensure transparency and openness and improve public awareness of and interest in budgeting issues.
