Trainings on Improving the Energy Efficiency of Budget Expenditures
     In the period of 5 through 10 December, IBSER conducted trainings for the staff of the Kyiv City State Administration, enterprises and institutions of all public sectors on the mechanisms of monitoring and the efficiency evaluation of energy expenditures, and improving PPB budgeting in the City of Kyiv.
     The trainings were designed to improve the skills of those using financial mechanisms of planning and control for raising the efficiency of energy resource usage. In the course of the training, the participants learned about the efficient management of the funds received from the municipal budget or mobilized with the participation of the City Council for implementing energy performance projects and monitoring the energy efficiency of budget expenditures. In addition, as part of the training, answers were given to questions regarding the formation of the Kyiv municipal budget for the year 2013, main changes in the legislation regarding the Performance Program Budgeting method, typical mistakes, and best achievements. More than 600 specialists from departments, enterprises, and institutions of all public sectors took part.
