Trainings for New Participants of the State Experiment of PPB Implementation at the Local Level

In collaboration with the Ministry of Finance the MFSI-II Project is conducting a series of regional trainings intended to enable implementation of the Performance Program Budgeting (PPB) method of planning and execution of local budgets. The trainings are delivered as part of Phase II of the State experiment of PPB implementation at the local level, which will include the budget of Sevastopol, all budgets of oblast-significant cities, all oblast budgets of Ukraine, as well as district budgets of Dnipropetrovsk, Donetsk, and Vinnytsya oblasts starting in 2012.
Two one-day trainings on the issues of local-level PPB implementation for specialists from Kyiv Oblast were delivered on 25 and 26 January.
   The trainings were attended by the coordinators of PPB implementation in Kyiv Oblast, specialists of the structural units of Finance Directorates responsible for the formulation of departmental indicators of respective budgets, as well as key spending units of the oblast budget.
  The participants learned how to formulate and execute local budgets based on the Performance Program Budgeting method, were familiarized with the methodological principles for the financial justification of strategic documents of an administrative-territorial unit, as well as the normative and methodological materials needed for ensuring the efficiency of planning of energy costs and expenditures for implementing investment projects.
   The February-May schedule includes the delivery of such training seminars in
Ivano-Frankivsk, Cherkasy, ​​ Chernihiv, Volyn and Sumy, Cherkasy, Kirovohrad, Odesa, Vinnitsa, Zakarpattya, Poltava, Kharkiv, Donetsk, Rivne, Dnipropetrovsk , Zaporizhzhia, Chernivtsi oblasts.

    By the end of June, 2012, these trainings will have been delivered in all oblast centers for the specialists of every oblast that joined the experiment in 2012.
