      The discussion on the topic of “Budget policy in Ukraine under conditions of slowing-down of economic dynamics"

  On 20 June 2012, experts of the Institute for Budgetary and Socio-Economic Research took part in a roundtable discussion on the topic of “Budget policy in Ukraine under conditions of slowing-down of economic dynamics," which was sponsored by the National Institute of Strategic Studies. The roundtable was attended by Ukrainian MPs, representatives of government agencies, non-governmental groups, leading economists, and experts of think tanks.
  The roundtable participants discusses the priorities of Ukraine’s budget policies for the year 2013.
  It was concluded during the debates that the core tasks of the budget policy should include continuation of the budget system reforms envisaged by the Program of Economic Reforms for the year 2010-2014, raising the efficiency of the budget policy, and revising some of its priorities.
   In the course of implementing the budget system reform, the top priority is improving the efficiency of public spending. To this end, focus should be made in implementing the activities intended for:

  •  improving the mechanism of medium-term budget forecasting;
  • continuing the process of optimization of the number of budget programs and the number of key spending units;
  • improving the Performance Program Budgeting (PPB) method;
  • disseminating PPB to local budgets of all levels;
  • ensuring the transparency and openness of the budget process.

   A lively discussion arose around the issues of raising the efficiency and productivity of public investments, introducing the mechanisms for liming an unjustified increase of social expenditures, expanding the financial base of local governments, building an institutional platform for implementation of debt policies, and improving the efficiency of debt policies.
