A Roundtable and National Advisory Board Meeting

   The Ministry of Finance of Ukraine arranged and conducted a roundtable on the topic "Local Budgets: A Component Part of Ukraine's Budget System." The event was held in Odesa on 20 and 21 July. As part of this event, a meeting was held of the National Advisory Board on efficient public finance management whose activities are supported by the MFSI-II Project. Representatives of the Ministry of Finance, heads of local finance departments, and experts of the MFSI-II Project took part in discussing the pressing issues of implementing the reform of the public finance system.
   Discussed at the meeting were the issues regarding the role of local budgets at the present stage of Ukraine’s development, the status of execution of local budgets in the current year, and ways of improving their balancing.
   Special focus was made on the progress in realization of the experiment on implementation of the Performance Program Budgeting method at the local level.
   Based on the results of the meeting, recommendations have been developed for further directions of implementing the reform of the budget process at the local level and a schedule of conducting meetings/consultations on PPB implementation has been agreed (see Table).
