THE TENTH FINANCIAL AND ECONOMIC FORUM
As part of the Municipal Finance Strengthening Project Roll-out (MFSI-II) implemented by IBSER with support from USAID, the Tenth Financial and Economic Forum, on the topic of Innovative Formats of Local and Regional Development as a Tool of Strengthening the Financial Capacity of Local Governments, was held on 6 September 2012.
The Forum participants included the First Deputy Minister of Economic Development and Trade of Ukraine A.A. Marsyuta, People’s Deputy of Ukraine Yu. Hanushchak, Director of USAID/Ukraine Office for Economic Growth Michael Martin, Reform Implementation Coordinator of the Coordinating Center for Implementation of Economic Reforms under the President of Ukraine S.M. Marchenko, and President of the Academy of Financial Management under the Ministry of Finance of Ukraine T. Yefimenko, Vice-President and Executive Director of Association of Ukrainian Cities and Communities M. Pittsyk, Intermunicipal Cooperation Expert of the Council of Europe J. Jackson and other leading specialists in regional and local development, representatives of government ministries and departments, heads of Principal Finance Directorates from Ukraine’s oblasts, local governments, academia, the international expert community, and the non-governmental sector.
Topics covered at the Forum included the strengthening the financial capacity of local governments, in particular establishment of mechanisms for intermunicipal cooperation (IMC) as an innovative tool for implementing State regional policy, budget forecasting in Ukrainian cities and oblasts, regulating the process of local governments’ undertaking of financial obligations under Public-Private Partnership agreements.
The Forum participants had a lively discussion of the presentations made. A number of recommendations have been developed, summarized and forwarded to all interested parties and published on the Institute's website.
