A New Step Towards PPB Implementation
The Ministry of Finance of Ukraine signed a protocol of the meeting among MFSI-II, the Ministry of Finance, and the State Treasury Service, which took place as part of the proceedings of the Interdepartmental Working Group on 24 January 2013.
This protocol launched a new phase of PPB implementation at the local level. Protocol phase one is focused on developing a legislative framework and piloting the PPB-based planning of local budgets. At the same time, this protocol has initiated the work of building a methodological framework to regulate the execution of local budgets in the PPB format. This primarily applies to the treasury servicing of local budgets and the generation of consolidated reports.
In particular, the State Treasury Service and the Ministry of Finance are requested to amend their regulations, which would enable the preparation of financial reports in the PPB format.
