THE ELEVENTH FINANCIAL AND ECONOMIC FORUM
 
   The Eleventh Financial and Economic Forum on the topic of Energy Efficiency of Budget Expenditures as a Road to Economic Prosperity was held on 5 April 2013, under the Municipal Finance Strengthening Initiative Roll-out (MFSI-II) Project, which is implemented by IBSER with support from USAID.

Kozyryev; Budget Policy Expert of the Association of Ukrainian Cities O.V. Slobozhan; Director for Preparation of Public Private Partnership Projects T.A. Korotka; Deputy COP of the Municipal Heating Reform Project in Ukraine A.I. Mitskan; Chief Investment Advisor of the Nordic Environment Finance Corporation NEFCO in Ukraine Yu. Shevchuk; Mayor of Slavutych V.P. Udovychenko; Mayor of Boryspil A.S. Fedorchuk; Mayor of Horlivka Ye.V. Klep; and other leading experts, representatives of government ministries and departments, local governments, representatives of the academia, international expert community, and the civil sector.
   The Forum participants reviewed and discussed legal and best practice issues related to the implementation of energy saving projects, financial incentive mechanisms that promote the efficient use of energy resources, and alternative funding sources for energy saving projects, as well as how to strengthen the financial capacity of local budgets and improve the investment attractiveness of cities and towns.
   Based on the forum’s active discussion, recommendations wiere drafted and disseminated among all the stakeholders and published on the Institute’s website.
