MFSI-II Helping to Improve Quality of District Heating Service in Vinnytsya
 
    The Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project is assisting Ukraine’s cities in their quest to find funding for energy efficiency directed infrastructure improvements. With Project assistance, the city of Vinnytsya received approvals from Ukraine’s Ministry of Finance and Cabinet of Ministers regarding the amount and conditions for the provision of a locally guaranteed loan.
The city-guaranteed financing resulting from these approvals will be used by the Vinnytsyamis’kteploenergo municipal enterprise to
implement a project titled Reconstruction of the heating system of the residential neighborhood along Kyivska-Talalikhina St. from the boiler house at 18, P. Komuny St. in Vinnytsya.
As part of the project, a municipal diagnostic center will be connected to a more efficient and recently modernized boiler house. The project also calls for establishing 11 new individual heating substations in buildings, replacing 1594 meters of heat networks, and the transition from a four-pipe to a two-pipe heat supply system.
Project implementation will have an important social and environmental impact for the city with expected natural gas consumption falling by 426,000m3 per annum and CO2 emissions dropping by 818 metric tons per year. In addition, the renovated system will save municipal budget expenditures for heating services.
