The Ministry of Finance Approves MFSI-II Developed Initiatives
A scheduled meeting of the Working Group on interbudgetary relations reform was held at the Ministry of Finance on 4 October 2013. The meeting was attended by specialists from the Ministry of Finance, State Treasury Service, line ministries, the MFSI-II Project, and scholars.
The meeting centered on the progress of the 2013 National Action Plan for implementing the 2010-2014 Program of Economic Reforms.
The Working Group members supported Project proposals with regard to improving the standard lists of budget programs. These proposals previously had been reviewed and approved at a meeting of the National Advisory Board. Special focus was made on the development of performance indicators for budget programs concentrating on improving the environmental situation in the regions and the health of the populace.
Decisions were made to a) direct the line ministries to amend the standard lists of budget programs in the departments of Education and Culture, with due account for the proposals prepared by the Project, and b) finalize and approve the performance indicators for the budget programs concerning the environmental situation and health of the populace.
The introduction of the proposed changes will make it possible to:

- realistically evaluate the efficiency of the budget funds used and the quality of services provided in the departments of Education and Culture;
- evaluate the actual impact of budget spending on the improvement of the environment and the health of the populace.
The above will promote the improved transparency of local budgets and will stimulate local governments to act to improve the safety of the environment and the health of the populace.
