MFSI-II Project Absorbs German Budgeting Experience
 
   On 21 May 2014, the MFSI-II Project took part in a seminar on the Management by Objectives: The Performance Program Budgeting and Interbudgetary Relations, Decentralization delivered as part of the Support to Public Finance Management Reform Project sponsored by the German Society for International Cooperation (GIZ).
   The event was also attended by the Ministry of Finance of Ukraine, Accounting Chamber, Secretariat of the Verkhovna Rada Committee on Budget, leading scholars and representatives of nongovernmental organizations.
   The attendees heard presentations made by German experts Patrick Kraulich (head of the Strategic Planning Department at the Ministry of Finance of the Federal State of Hessen) and Guenter Weiland (head of the Supervision Department, Hessen Prime Minister's Office).
   The German experts familiarized the seminar participants with their experience of applying the Performance Program Budgeting method for the formation and execution of budgets in the Federal State of Hessen, as well as with special features of building interbudgetary relations in an environment of budget decentralization.
   The covered issues are extremely relevant and can be used for implementing the reform of the Ukrainian budget system.
