Conference on Government vs. Governance in Central and Eastern Europe
Institute's experts took part in the 22nd Annual Conference Government vs. Governance in Central and Eastern Europe held in Budapest, Hungary, from on May 22 through May 24, 2014. The event was organized by the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee) in collaboration with the Corvinus University and the National University of Public Service of Hungary. IBSER joined NISPAcee as early as 2007, and our experts are annually sharing their experience in the area of improvements of public administration, in particular, in the area of public finance.
This year's NISPAcee Conference was focused on the issues of development of the budget and fiscal policies in the countries of Central and Eastern Europe and Central Asia. The Conference agenda comprised a number of plenary sessions, working meetings on the key topic of the Conference, expert panel sessions, forums, and task forces arranged by topic and concentrated on specific matters of public administration.
The Conference participants discussed special features of organization of the system of public finance in EU and EE countries, sustainability of their fiscal policy, experience of implementation of performance budgeting, and special features of interbudgetary relations. In the course of the Conference, MFSI-II experts took part in proceedings of the Public Finance and Public Finance Management working group. Its members considered a number of topical issues related to changes in the fiscal policies in recent year and their impact on different countries, in particular, the experience of the Czech Republic in resource provision of local budgets, the present-day status and problems of Poland's tax system. Also, the participants raised a number of issues with regard to local budget management, in particular, Hungary's experience of local government borrowing, degree of decentralization and change in priorities of local budget expenditures in the EU Member-States, and other issues. The Project representatives made a presentation to the Conference participants about the implementation of budget reform in Ukraine, achievements of the MFSI-II project, in particular with regard to implementation of PPB at the local level and efforts of improving the energy efficiency in Ukrainian cities.
Study of international standards of public administration is extremely important for implementation of the reforms currently underway in Ukraine. The participation of Institute's experts in such events will make it possible to learn from best practices of EU Member-States and implement such practices in Ukraine.
