Roundtable: Public Private Partnership Development - New Opportunities for Economic Development
On 22 July 2014, the MFSI-II Project took part in the Public Private Partnership Development - New Opportunities for Economic Development roundtable discussion. The roundtable was hosted by the USAID-funded Public Private Partnership Development Program (P3DP) and the Verkhovna Rada Committee on Entrepreneurship, Regulatory, and Antimonopoly Policies.
The meeting was attended by representatives of the Verkhovna Rada, the Ministry of Economic Development and Trade (MEDT), local government, business community, NGOs, scholars and members of the press.
The roundtable focused on the current status of the legislation regulating public private partnerships and the bill "On Amending Certain Legislative Acts of Ukraine (on the removal of regulatory barriers to development of public private partnerships in Ukraine and promoting investments)" dated 3 July 2014, No.4267A sponsored by a group of Verkhovna Rada deputies: Oleksandra Kuzhel, Oleksandr Koval, and Yuriy Derevyanko.
The bill was prepared by a working group made up of P3DP, MEDT, and others.
At the meeting, the participants discussed and approved proposed amendments to the bill, namely, with regard to the removal of regulatory barriers to PPP development.
If approved, the legislative amendments would remove barriers to the implementation of basic PPP formats, provide for the effective implementation of PPP mechanisms, and help create a conducive, transparent environment for PPP implementation which, in turn, will stimulate investment into Ukraine.
