Drafts approved for Public Sector Energy Service Contract Legislation Amendments

   The Government Committee on Regional Development approved draft legislative amendments, including amendments to the Budget Code, that provide the legal grounds for implementing ESCO mechanisms in Ukraine. The committee also directed the Interdepartmental Working Group to finalize those amendments with due account given to the input of interested government ministries and the Legal Department of the Cabinet of Ministers of Ukraine.
   The Municipal Finance Strengthening Initiative-II project and Ministry of Regional Developments finalized the legislative amendments and took part in a Working Group meeting on 26 September 2014. The meeting was also attended by the Ministry of Finance, Ministry of Economic Development, State Energy Efficiency Agency, and other stakeholders.
   The participants approved in general the finalized legislative drafts and suggested some corrections. Based on the proceedings of the Interdepartmental Working Group, the amendments will be presented for approval at a Cabinet of Ministers meeting and then submitted to the Verkhovna Rada of Ukraine.
   As mentioned earlier, adoption of the amendments to the main budget law drafted with project participation will make it possible for the first time ever to settle the legislative issues that prevent the implementation of energy service contracts. This will boost the energy independence of Ukrainian cities.
