Meeting of the National Advisory Board

A regular meeting of the National Advisory Board (NAB) on effective public finance management was held as part of the Municipal Finance Strengthening Initiative Project (MFSI-II) Roll-out on 29 December 2014. The meeting was attended by representatives of the Ministry of Finance of Ukraine, Finance Directorates of city councils, academic community, civil society, and international expert community.
The participants discussed at the meeting the results of work in 2014 with regard to implementation of progressive budgeting techniques, in particular the PPB, special considerations in the formulation of local budgets in the coming year, and the results of IBSER activities in 2014 and plans for 2015.
The meeting participants gave high marks to the performance of the MFSI-II Project with regard to improving the regulatory and methodological framework of Performance Program Budgeting for local budgets and support for its implementation. They also noted the need for continued support in implementation and development of PPB at the level of local budgets, in improving the methodology at the state budget level, in particular with participation of MFSI-II experts in this lengthy process. Also, they underlined that in the current situation of scarce budget resources special focus needs to be made on the effectiveness in execution of budget programs and evaluation of the efficiency of budget funds utilization.
