The 23rd NISPAcee Annual Conference

Experts of the MFSI-II Project took part in the 23rd NISPAcee Annual Conference held in Tbilisi, Georgia, the main theme of which was: Insourcing and/or outsourcing: How do they contribute to public administration reform?"
The event was organized by the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee) in collaboration with the Caucasus University and co-funded by the EU Erasmus+ Program.
The Conference was attended by nearly 400 participants from 40 countries worldwide, including USA, EU Member-States, South Africa, and others. During the event, the participants, namely, the representatives of international public administration organizations, educational institutions, and NGOs shared best international practices of reducing the costs for maintenance of the government apparatus, improving efficiency and effectiveness of public administration bodies, and ensuring access to social goods for citizens.
The Conference program included a plenary meeting, roundtables, and ten working groups subdivided into topics and concentrated on discussing specific issues of public administration.
In the course of the Conference, the MFSI-II experts took part in activities of Working Group VI on Public Finance and Public Financial Management. The Working Group participants considered a number of topical issues, including local taxation in Poland, efforts at fiscal decentralization in Ukraine, general trends with regard to use of outsourcing in Europe, and others.
Studying the international standards of public administration, with the use of the existing outsourcing concepts, is extremely important and timely for our country today. Participation of MFSI-II experts in such events will make it possible to borrow from the best practices of world's leading countries, and accelerate the process of public administration reform in Ukraine.
