THE TWELFTH FINANCIAL AND ECONOMIC FORUM

The Twelfth Financial and Economic Forum, Implementation of Energy Service Agreements: The Guarantee of Reduced Energy Dependence of the Government-Funded Sector, took place on 30 July 2015.The forum was held under the aegis of the Municipal Finance Strengthening Initiative Roll-out (MFSI-II) Project implemented by the Institute for Budgetary and Socio-Economic Research (IBSER) with support from the United States Agency for International Development (USAID).

During the Forum, the participants reviewed and discussed issues related to the potential for raising the energy efficiency of government-funded institutions, special features of energy service agreements, experience of using energy performance contracts in government-funded institutions, specifically, those related to concluding and implementing energy service agreements in practice such as the methodology of determining the baseline consumption of fuel and energy resources and housing and communal services in the City of Kyiv. EBRD delivered a presentation on its program for financing energy efficiency of government-funded institutions and energy performance contracts. The City of Kyiv, and Presentations were also given by the City of Dnipropetrovsk regarding its practical experience in applying energy service agreements, and by the City of Zaporizhzhya about the prospects for implementing energy services in the government-funded sector of the city.
Recommendations will be prepared based on the meetings outcomes and disseminated among all the stakeholders, and subsequently posted on the Institute's website.
