MFSI-II Holds Public Events for Citizen Participation in the Budget Process

MFSI-II conducted a seminar on the topic Innovations and Prospects for Implementation of the Performance Program Budgeting Method at the Local Level, in the city of Lyubashivka, Odesa Oblast, on 6 August 2015. The seminar was conducted as part of the information campaign to support decentralization and the voluntary association of territorial communities.
The seminar highlighted European experience, covered opportunities for financial and budgetary decentralization, as well as innovations in the implementation of Performance Program Budgeting at the level of local government budgets, in particular, for territorial communities associated in accordance with the legislation and the Perspective Plan of Territorial Communities.
Invitations to take part in the event had been extended to the representatives of the district administration, non-governmental organizations, members of local councils, and village and settlement mayors. The seminar participants, including representatives of the villages and settlements initiating the association process, have been informed about the incentives and advantages of implementing Performance Program Budgeting techniques at the stage of formulating and executing the budgets of associated communities.
