MFSI-II Project Takes Part in Drafting the Legislative Amendments to Support Implementation of PPP Mechanisms

On 28 August 2015, experts of the MFSI-II Project were invited by the Ministry of Economic Development and Trade of Ukraine (MinEconDev) to take part in drafting the legislative amendments to allow implementation of the mechanisms of Public Private Partnership, which enable payments to private partners from budget funds.
The key obstacle to implementation of said mechanisms of Public Private Partnership consists in that public partners are limited to one budget period in terms of their right to conclude agreements. The meeting participants have approved the approaches to drafting the amendments to the Budget Code of Ukraine as suggested by MFSI-II experts, which amendments are being currently elaborated at an accelerated pace. The elaborated amendments will be presented to the Ministry of Economic Development and Ministry of Finance for approval.
Adoption of said amendments to the main budget law will make it possible for the first time ever to settle the problem issues, which prevent from attracting private capital for improving the provision of public services.
