MFSI-II Experts Working Actively to Implement Legislation on Energy Service Agreements

On 12 November 2015, upon invitation from the State Agency on Energy Efficiency and Energy Saving of Ukraine, experts of the MFSI-II Project took part in a seminar ESCO: Implementation Potential, Good Practices, Institutional Barriers, which was held as part of the VII International Investment Business Forum on energy efficiency and renewable energy.

- legal principles for operation of the mechanism of energy service agreements in the government-funded sector; and
- implementation of a mechanism of conclusion and implementation of energy service agreements in the budget process.
An MFSI-II Project expert informed the seminar participants about special circumstances of assuming long-term commitments under energy service agreements and familiarized them with possible clarifications of the legislation for making energy service agreements.
In general, the seminar participants have learned about a great potential of the ESCO market in Ukraine and have come to appreciate that implementation of energy saving projects through the mechanism of energy service agreements will make it possible to comprehensively address the issues of energy saving in the government-funded sector.
