The State Audit Service of Ukraine and IBSER Sign Memorandum of Cooperation

Lidia Havrylova, the chairperson of the State Audit Service of Ukraine, and Vyacheslav Zubenko, the director general of the Institute for Budgetary and Socioeconomic Research (IBSER), have signed a Memorandum of Cooperation between the two entities.
The cooperation will be conducted in the area of State financial control, internal controls, and internal audits, and improvement of methods aimed at counteracting fraudulent practices under the Municipal Finance Strengthening Initiative Roll-out (MFSI-II) Project.
The parties agreed to develop and improve a methodology of internal controls and internal audits for government agencies; conduct training events (trainings, seminars, roundtables) on the issues of internal controls and internal audits, taking into account the performance program budgeting method and with participation of the leading Ukrainian and international experts; develop methodological foundations for modernization of IT systems for the performance by the State Audit Service of its responsibilities in the area of State financial control, internal controls, and internal audits; study the Ukrainian and international experience of implementation of internal controls and internal audits.
Lidia Havrylova has thanked for the invitation to collaboration and stressed that signing of the Memorandum is one of the steps towards implementing reform of the State financial control agency according to present-day requirements. "We already have years of fruitful cooperation in this area with the Ministry of Finance of the Kingdom of the Netherlands," the Chairperson of the State Audit Service said. "I hope that our collaborative work will also yield good results and your groundwork and advice will be useful for us."
Vyacheslav Zubenko, in turn, has expressed his readiness to ensure fruitful cooperation between IBSER specialists and State Audit Service. "Our support will be primarily aimed at the development and improvement of quality of internal audit, as well as delivery of trainings for specialists of the State Audit Service,- he underlined. - I am sure our joint efforts will be highly effective".
