A Roundtable on the Specifics of Local Budget Planning under Performance Program Budgeting in the Current Context Held at the Stryi City Council

A roundtable on the Specifics of Local Budget Planning under Performance Program Budgeting in the Current Context was conducted at the Stryi City Council on 17 March 2016, with representatives of NGOs, members of the City Council, and key spending units of the municipal budget. A representative of the Institute for Budgetary and Socio-Economic Research (IBSER) took part in the meeting. IBSER is providing technical assistance to the Ministry of Finance in implementing the Performance Program Budgeting (PPB) method for the formation of local budgets.
The meeting concentrated on discussing the results of city's budget execution in 2015, problems emerging in implementation of the 2016 budget, and searching for ways of efficient use of budget funds.
Both roundtable speakers and city's leadership in the person of Deputy Mayor Roman Volynets came to the conclusion that the road towards efficient use of funds lies through the Performance Program Budgeting method of budget formation, which ensures management of the budget process in the medium-term and is oriented towards comprehensive resolution of issues and achievement of long-term objectives.
A significant emphasis was made on the correct and high-quality presentation and verification of performance indicators of budget programs in budget requests and in budget passports, accordingly, which would require introduction of certain forms of internal accounting, and development of proposals for improving the accounting and reporting functions for their verification.
The issue of effective budget management becomes increasingly relevant in the current economic environment. Use of PPB at the local level — especially in the conditions of a final crisis, the conditions of considerable scarcity of financial resources of the local budgets — allows resolving the problems of city's financial resources, shows the ways for optimization of the network of municipal institutions, raises the city's credit rating, and helps attract additional investment and credit resources.
