Kramatorsk Provides UAH 1.5mn to Implement Residents’ Initiatives

On 22 September, in the city of Kramatorsk, a number of events were held for assuring access of city residents to decision-making with regard to use of city’s budget funds. Throughout the day, the representatives of local government, nongovernmental organizations, mass media, and Coordinating Council for Implementation of Participatory Budgeting were discussing the problems issues, the specifics, and best international practices of engaging citizens in the budget process.
“The targeted city program ‘Citizens’ Budget of Kramatorsk for 2016-2020’ has allocated UAH 1.5mn for implementation of the initiatives to be submitted by city residents. This year, the cost of the projects submitted for the ballot must not exceed 25% of the total program budget, i.e., UAH 325,000,” says Olena Saienko, head of City Council’s Finance Directorate.
According to Artem Vivdych, a member of the Coordinating Council for Implementation of Participatory Budgeting in Kramatorsk, the Council has been very thorough in arranging the process: “There will be 11 locations in the city to submit projects and vote for them, and citizens may also do it online via the Citizens’ Project electronic system, which is integrated in the City’s official website.”
The events were conducted by the NOVA Energia NGO as part of implementation of a subgrant under the Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project intended to assist in implementation of participatory budgeting at the local level in Ukraine. The MFSI-II Project is realized by the Institute for Budgetary and Socio-Economic Research (IBSER).
