Work Started to Implement Participatory Budget in Kyiv

On 22 September, the Kyiv Mayor Vitalii Klychko signed an ordinance ‘On Approving the Statute of the Citizens’ Budget (Participatory Budget) of the City of Kyiv for the Year 2016’. The Statute is available by the link
From now on, residents of the capital city will be able to take part in allocation of city’s budget by submitting their own projects of municipal infrastructure improvements. This year, the Kyiv city government allocated UAH 50mn for participatory budget. The projects to have won the largest number of Kyivans’ votes will be implemented using the public funds. Registration of projects has already started and will continue for a month.
The Kyiv residents will soon be able to submit their projects online via the official website of the Kyiv City State Administration (KCSA), which will integrate the Citizens’ Project electronic system. The system, which will provide for automation of the participatory budgeting at all its stages, has been developed by the USAID Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project.
The same day, experts of the MFSI-II Project delivered a training ‘Implementation of Participatory Budget in Kyiv’ for the representatives of KCSA and district administrations, who will be members of the commissions to review the projects. More than 30 specialists discussed in detail the future work of implementing the participatory budget in Kyiv and were introduced to the functionalities of the Citizens’ Project electronic system.
Presented at the meeting were also the documents on the mechanism of engaging the Kyiv citizenry in the participatory budgeting process developed by experts of the MFSI-II Project in collaboration with KCSA specialists.
