The project was implemented with the financial support of the International Renaissance Foundation in cooperation with a Slovak partner, the Center for Economic and Social Analysis “M.E.S.A. 10”
The main goal of the project was to develop a new system of local government financing based on European experience in order to make local budgets independent and enhance the public’s impact on the budgeting process.
The project’s long-term goal was to ensure the financial independence and transparency of the budgeting process at the local level in Ukraine. A study tour of IBSER representatives to Slovakia was undertaken to study the European experience of fiscal decentralization and continue realization of next phases of this project up to the year 2009.

- Ukrainian Experts’ Study Tour of Slovakia (26/07-2/08/2009)
- Series of seminars for sharing experience of fiscal decentralization in Slovakia (4-7/11/2008)
