IBSER's experts took part in the Rapid Assessment for USAID's Project Ukraine Governance and Local Accountability (HOVERLA)
The rapid assessment's goals:
- Assessment of a grounded set of background to serve as a starting point for HOVERLA project implementation.
- Analysis of current state of legislative, policy, fiscal and civic engagement, and other initiatives of the decentralization effort.
- Analysis of existing work in decentralization and related sectors (health, education digital transformation).
- Review national decentralization policy activities and their effectiveness.
- Development the HOVERLA Activities approach with the realities of local governance.
Carrying out such an assessment provided an opportunity to determine the need for further implementation of decentralization processes in the framework of the HOVERLA project and the approach to its implementation in the next period.
