Development of Functional and Technical Specifications for a

The project was implemented by a consortium of experts, including the Institute for Budgetary and Socio-Economic Research (IBSER), under the initiative “Enhancing Public Resource Management / EURoPAF TF Part B: Support for the Implementation of the Public Finance Management Strategy.”
The client of this project is the Ministry of Finance of Ukraine.
The project’s objective is to ensure the full-scale implementation of medium-term budget planning, closely integrated with strategic planning, and to enhance the program-based budgeting methodology.
Within this project, IBSER experts were responsible for:
● Developing functional requirements and technical specifications for an IT-based budget planning system;● Documenting current business processes and preparing improved process designs to support core budgeting functions, including:
- the preparation of medium-term budget declarations,- drafting of annual state budget laws,- budget execution monitoring and analysis,- and comprehensive financial reporting.
Additionally, the system is designed to ensure seamless interoperability with external platforms, including those of the State Treasury Service, the State Tax Service, and the Transparent Budget Information System (IAS “Prozoryi Byudzhet”).This project represents a key step in modernizing Ukraine’s public financial management infrastructure and aligning it with international standards.
