Fiscal Decentralization in Slovakia: Lessons for Ukraine

This project was implemented with financial support from the International Renaissance Foundation (IRF), in partnership with M.E.S.A. 10 – Center for Economic and Social Analysis (Slovakia).
Project Objective
The project aimed to develop a new system for financing local self-governance in Ukraine, based on European best practices. The new approach would enable local budgets to operate independently and empower citizens to participate more actively in the budgeting process.
The long-term goal was to ensure financial autonomy and transparency in local budgeting across Ukraine.
As part of the project, a study visit to Slovakia was conducted by IBSER representatives to examine the Slovak experience in fiscal decentralization. The insights gained formed the basis for further implementation steps carried out through 2009.
Key Project Activities
● International Conference “Applying European Experience of Fiscal Decentralization in Ukraine: Legislative Foundations for Strengthening the Financial Capacity of Local Governments”, held on November 27, 2009;● Study Visit to Slovakia for a group of Ukrainian experts, conducted from July 26 to August 2, 2009;● Thematic Seminar Series on Slovakia’s experience in fiscal decentralization, held from November 4–7, 2008.
