IBSER Experts Contribute to Rapid Assessment for the USAID “HOVERLA” Project in Ukraine
The Institute for Budgetary and Socio-Economic Research (IBSER) participated in a rapid assessment conducted for the USAID project “Governance and Local Accountability” (HOVERLA) in Ukraine.

Assessment Objectives:
To evaluate the baseline knowledge and experience that would serve as a foundation for implementing the HOVERLA project.
To analyze the current legislative, policy, fiscal, and civic engagement landscape, along with other initiatives related to decentralization processes in Ukraine.
To assess ongoing decentralization efforts and related sectors such as healthcare and the digital transformation of education.
To review national decentralization policy implementation and its effectiveness.
To propose operational approaches for HOVERLA based on the realities of local self-governance in Ukraine.
This rapid assessment provided valuable insights into the ongoing needs for decentralization reform and informed strategic approaches for the next phase of HOVERLA implementation.
