Roundtable "Implementation of Participatory Budget in the City of Kyiv" Held at KCSA

On 21 June the event was conducted by the Institute for Budgetary and Socio-Economic Research (the Institute) under the USAID Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project (the Project) jointly with the Kyiv City State Administration (KCSA).
The roundtable was chaired by Andrii Strannikov, chairman of the Kyiv Rada Standing Committee on Budget and Socioeconomic Development, with participation of the representatives of the Department of Finance and Department of Social Communications of KCSA, nongovernmental organizations, independent experts, deputies and others.
Draft documents developed by the Institute with KCSA on implementation in the city of Kyiv of an innovative mechanism of public participation in the budget process, which is also known internationally as a "Participatory Budget", were presented for discussion of the invitees. The Participatory Budget is an open dialog between the municipal government and city residents with regard to allocation by citizens directly of some part of the city budget by means of submitting their own projects aimed at improving city's living conditions and selection of such projects through an open voting procedure. The projects to gain the greatest support from the residents shall be implemented with funds from the municipal budget.
The roundtable participants also familiarized themselves with a two-year experience of Participatory Budget implementation in the city of Cherkasy, and the advantages of this mechanism for improving the public trust in the authorities.
The participants have substantively discussed the proposals to the draft documents, which would regulate the Participatory Budget process in the city of Kyiv, they learned about the functionalities of the Participatory Budget electronic system, which is being developed for Kyiv as part of the Project and which will provide automation of this process at all its phases, as well as the prospects for implementation of a Participatory Budget in the city of Kyiv.
Based on the meeting results, it was decided to publish respective draft documents on implementation of a Participatory Budget in the city of Kyiv on the official Websites of KCSA and the Institute for public discussion by Kyivans. All the suggestions will be processed by the Institute with KCSA before approval of those documents.
