Cooperation between IBSER and Slavutych City Council

     In the course of implementing the Protocol of Cooperation Intent between the Slavutych City Council and the Institute for Budgetary and Socio-Economic Research, a working meeting of representatives of the Slavutych City Council, Association of Energy Auditors in the Housing and Communal Services Sector, and IBSER was held in the city of Slavutych on 15 March 2010. 
     The meeting participants have agreed a number of projects, on which the parties will collaborate under the Protocol of Intent:
          1. Thermal modernization of schools
          2. Modernization of sewerage system
          3. Building a peat-fired municipal boiler house.
     As part of the MFSI project’s implementation, development of the financial component for the Municipal Energy Plan was selected as the key area for cooperation between the Budget Institute and the Slavutych City Council.
     Based on the discussion results, the representatives of the Slavutych City Council have made the following commitments:
          - to prepare a draft decision of the City Council on setting up a working group for implementation of the above projects and preparing the Municipal Energy Plan; and 
          - to supply IBSER with the information, needed for analyzing city’s capacity of repayment and servicing various options of city’s participation in Public-Private Partnership projects, and obtaining the requisite permits from the Ministry of Finance of Ukraine.
     During the meeting, the participants identified a range of promising projects for further collaboration between IBSER and Slavutych City Council, in particular, upgrading the heating networks and building a waste recycling plant.
