Regional training workshop on financial planning in Rivne
This week experts from the Budget Institute continued delivering regional training workshops on financial planning for specialists from the pilot cities as part of the implementation of the Municipal Finance Strengthening Initiative (MFSI) project, in particular of its component aimed at assisting the cities in optimizing municipal energy-saving programs and economic development plans, by linking the infrastructure improvement strategies with appropriate financial planning.
Thus, the next training workshop took place in the city of Rivne on 15 November, 2010 and brought together specialists from the Finance Directorate, Directorate of Municipal Economy, Directorates of Economy, Investment Policy, Capital Construction and other units of the Rivne City Council.
The training’s objective is developing the ability to provide a financial justification for a strategic plan of infrastructure improvement, the city's energy-saving program, investment project, specific mechanisms for attracting possible sources of financing, in particular, combining funds of local self-governance and private investors. Special focus is made on the model of mid-tem budgeting as well as the latest changes in the regulatory framework related to these issues.
