IBSER Assisting Ukrainian Cities in Implementing Municipal Projects
The Institute of Budget is continuing its active collaboration with the Nordic Environment Finance Corporation (NEFCO) based on the signed Memorandum of Cooperation for the purpose of developing the municipal sector in Ukraine.
As part of NEFCO's new project entitled Improving Energy Efficiency in Educational Institutions in the City of Ivano-Frankivsk, launched in late November, the Corporation management intends to engage IBSER experts for preparing and coordinating the documents to be submitted to the Ministry of Finance of Ukraine.
Therefore, the next step in implementation of this project would involve conducting the essential calculations and preparing the borrowing documents for their further verification and approval by the Ministry of Finance, adopting the respective decisions by the City Council, and conducting the procurement procedure for the Ivano-Frankivsk project.
It should be noted that IBSER experts, working under the Municipal Finance Strengthening Initiative project, in particular on its component designed to assist Ukrainian cities in realizing their infrastructure projects in the area of energy-savings, are collaborating actively with NEFCO and assisting the cities in developing the financing arrangements and attracting credits from foreign financial institutions, as well as improving the existing and drafting new legislation in the area of local borrowing in Ukraine.
This assistance and collaboration has contributed to achieving progress in implementing a number of municipal projects, including:
- Modernizing six budgetary institutions’ buildings in L’viv;
- Modernizing the heating system in Rivne;
- Modernizing 20 budgetary institutions’ buildings in Ivano-Frankivsk; and
- Modernizing the heating system in Ostroh.
