PPB Training Series to Be Launched for New Budgets in MFSI Project Pilot Regions

 

    The MFSI Project and the Ministry of Finance of Ukraine are launching a series of regional coordinating meetings and trainings for new participants in the experiment implementing PPB at the local level. The first events will be held in Luhansk on 1 through 3 March 2011.

    The series is being delivered by the Institute of Budget under the aegis of the Municipal Finance Strengthening Initiative Project supported by USAID and pursuant to a Ministry of Finance order.

     The events in Luhansk will take place according to the following schedule:

    On 1 March 2011, the Ministry of Finance will hold a coordinating meeting with the leadership of the Luhansk Oblast State Administration and the administrations creating the experiment’s pilot budgets. The meeting will also be attended by representatives of the Oblast State Administration, Principal Directorate of the State Treasury Service of Ukraine, mayors, heads of district State administrations, and heads of respective finance directorates.

    Later in the day, the Ministry of Finance will hold a seminar on the issues of PPB implementation at the local level with the representatives of key spending units drawing funding from the Oblast budget, the Principal Finance Directorate, and Principal Directorate of the State Treasury Service of Ukraine in Luhansk Oblast.

    On 2 and 3 March 2011, the Institute of Budget will deliver trainings on instructive materials for implementing the Performance Program Budget method for the current experiment participants in Luhansk oblast (cities of Luhansk, Alchevsk, Rovenky, and Krasnodon), for the representatives of respective directorates of the State Treasury Service of Ukraine, finance directorates, and line directorates/departments: social protection and social security, physical culture and sports, public administration, municipal improvements, housing and communal services, and capital investments.

    These events signal the initiation of Phase II of the experiment of introducing the Performance Program Budgeting method for local budgets, where the expertise of PPB implementation is to be extended to the remaining 81 local budgets in the MFSI Project pilot regions, namely the Autonomous Republic of Crimea, and Zhytomyr, Luhansk, and Lviv Oblasts..

    Similar activities are scheduled to take place in Lviv in mid-March 2011.
