KCSA and IBSER Sign Memorandum on Cooperation

    On 1 March 2011, Budget Institute and the Kyiv City State Administration (KCSA) signed a Memorandum of Understanding and Cooperation. The Memorandum outlines Budget Institute’s and KCSA’s partnership in developing and implementing a strategy for the city of Kyiv, ensuring the city’s energy efficiency and improving the system of city administrative management.

    In particular, the Memorandum specifies collaboration between KCSA and Institute of Budget in the following areas:

І - implementation of the Performance Program Budgeting method by means of providing training and consulting support on using PPB in the budget process to the specialists of district State administrations of the City of Kyiv and key spending units of municipal budget.

ІІ - providing support in implementing the Kyiv city strategy through developing recommendations on the methods for providing financing for individual components of the Kyiv City Strategic Development Plan, as well as with regard to improving the structure and content of the financial components of the Plan to ensure the support of its implementation by independent financial resources. Further, as part of this effort, it is expected that IBSER experts will assist KCSA in agreeing the financial section of the Kyiv City Strategic Plan with the city's annual budget based on PPB and with other development programs, as well as in developing the methodology for designing the municipal budget program intended for implementing the Strategic Plan.

ІІІ – developing and implementing financial practices that will promote energy efficiency in the City of Kyiv by means of implementing a system for monitoring and evaluating the energy costs of the city’s budget, providing assistance to Kyiv communal enterprises in applying effective financial mechanisms for implementing energy-saving projects.
