IBSER Continues Its Collaboration with Westminster Foundation for Democracy

 

    On 24 and 25 March 2011, the Budget Institute conducted a seminar titled, The Current Status of Performance Program Budgeting Application in the Budget Process in Ukraine. The seminar was held for about 30 staff of the Secretariat of the Budget Committee of the Verkhovna Rada.

    During the seminar, the participants discussed changes in the regulatory framework regarding State-level Performance Program Budgeting (PPB) and for the legislation behind the continued experimental roll-out of applying PPB in local budgets. The participants were also introduced to the special features of coding the budget programs, compiling budget requests and passports of budget programs for local budgets, performance indicators for local budget programs. They were also familiarized with the initial results of the experiment of local-level PPB implementation along with plans regarding further steps in this area.

    The skills learned at the seminar can be used by the Secretariat staff for analyzing budget requests from key spending units in legislative drafts including, among others, the State budget.

    This is the third such training conducted by the Budget Institute under a grant received from the Westminster Foundation for Democracy for conducting a series of parliamentary training events aimed at improving the awareness of best international practices in the area of Financial Supervision and Control.
