Meeting of Working Group on Regional Development and Interbudgetary Relations Reform

The participants raised issues that need to be addressed regarding the key problems in implementing Performance Program Budgeting method:
- training of personnel;
- developing and introducing the appropriate software;
- developing and introducing the tools for monitoring the efficiency of budget programs;
- optimizing budget legislation, and others.

It was decided at the meeting:
- to provide proposals regarding an improved system of monitoring and evaluating local budget spending;
- that the Ministry of Finance will communicate to local finance departments the results of the evaluation of the performance of the 2010 budget programs approved by the pilot regions participating in the experiment, and the best practice in applying PPB budgeting;
- to elaborate the proposals of local finance departments with regard to amending the Standard Departmental Classification of Expenditures and Crediting of Local Budgets approved by Order of the Ministry of Finance of Ukraine dated 14 February 2011, No.96;
- that the Principal Finance Directorate of the Kyiv City State Administration will submit its proposals with regard to the required functionalities of the software to be used for the PPB-based formulation and execution of local budgets.
