Modernization of Public Finance Management System Discussed at MinFin
The MFSI Project took part in a joint seminar of the Ministry of Finance of Ukraine and the World Bank on the issues of modernizing the public finance management system for the further implementation of reforms. The seminar was held at the Ministry of Finance on 14 July 2011.
The event was co-chaired by Deputy Minister of Finance Yuriy I. Shevchenko and Sector Manager for public sector and institutional reform in the Europe and Central Asia region, World Bank Regional Office for Ukraine, Belarus, and Moldova, William Dorotinsky.
The meeting was also attended by the representatives of the Ministry of Finance, State Treasury, Principal Control and Audit Directorate, USAID, SIDA, and other members of the Working Group on public finance management.
The participants discussed the key trends in reforming the public finance management system (PFMS) and the need to upgrade the Ministry of Finance information system. In particular, the importance of computerization was emphasized in the context of introducing PPB, medium-term budgeting, and building a system of monitoring and evaluation of budget programs.
It was decided at the meeting that the Ministry of Finance should speed up the development of the common software platform necessary for further improving Ukraine’s public finance management system.
