National Advisory Board Meets to Discuss PPB Implementation
A regular meeting of the National Advisory Board (NAB) on the issues of efficient public finance management took place at the Kyiv Hotel on 19 August 2011. The event was held as part of the Municipal Finance Strengthening Initiative (MFSI) Project implemented by the Institute for Budgetary and Socio-Economic Research (IBSER) with support of USAID.
The meeting focused on the results of implementing the Performance Program Budgeting method at the level of the local budgets as well as the issues related to improving the PPB methodological framework.
The discussion was joined by 25 representatives of the Ministry of Finance of Ukraine, Secretariat of the Committee on Budget of the Verkhovna Rada, State Treasury, Principal Supervisory and Auditing Directorate, Principal Finance Directorate of the Kyiv City State Administration, Association of Ukrainian Cities and Communities, USAID, and other Ukrainian government ministries and agencies.
During the meeting, the participants discussed issues related to a standard list of budget programs and their performance indicators for local budget expenditures, which are disregarded when determining the amount of intergovernmental transfers, certain issues regarding the identification of categories of expenditures for developing budget programs, as well as methodological recommendations for evaluating the efficiency of State budget programs.
