MFSI-II Inter-regional Coordinating Meeting in Odesa

IBSER held an inter-regional coordinating seminar on introducing the Performance Program Budgeting method of planning and execution of local budgets in Odesa on 2 November 2011. The event was arranged jointly with the Ministry of Finance of Ukraine under the Municipal Finance Strengthening Project (MFSI-II) Roll-out.

The 46 participants included directors of Oblast Finance Directorates and heads of Finance Directorates of oblast-significance cities from Odesa, Kherson, Mykolaiv, and Kirovohrad oblasts, and the City of Sevastopol. A workshop on the main principles of PPB was also delivered as part of the seminar.

The seminar is part of the further expansion of the PPB experiment. MFSI-II includes bringing the budget of the City of Sevastopol, all budgets of oblast-significant cities, all oblast budgets, as well as the district budgets of the Dnipropetrovsk, Donetsk, and Vinnytsya oblasts into the State PPB implementation experiment starting in 2012.

This event continues a new series of PPB training. Seminars will also be held in Dnipropetrovsk on 10 November 2011 and in Donetsk on 11 November 2011.
