National Advisory Board Meeting

   A meeting of the National Advisory Board (NAB) on efficient public finance management took place under Municipal Finance Strengthening Initiative Project Roll-out (MFSI-II) on 17 August 2012.
   The event was held to coordinate the actions undertaken in implementing the Performance Program Budgeting (PPB) method.
  The meeting covered topical issues of improving the regulatory framework for the formulation and execution of PPB-based local budgets with regard to implementation of the Law of Ukraine “On the Procedure of Healthcare System Reform Implementation in Vinnytsya, Dnipropetrovsk, and Donetsk Oblasts and the City of Kyiv."
  In addition, special features regarding the treasury servicing of PPB-based local budgets and directions of improving treasury procedures were discussed.
  Among other things, the MFSI-II Project suggested the use of budget program numbers, which is a unique component of the program classification code, for adapting the existing reports on execution of local budgets.
   This approach will make it possible to generate a consolidated report on the execution of local budgets in the PPB format and to determine the further development of the existing software used by the Treasury.
