Kyiv City State Administration and IBSER Signed a Memorandum of Understanding

The Kyiv Mayor Vitaliy Klychko and Director General of the Institute for Budgetary and Socio-Economic Development all-Ukraine nongovernmental organization (IBSER NGO) Vyacheslav Zubenko signed a Memorandum of Understanding on 23 February 2016.
IBSER and the Kyiv City State Administration (KCSA) have agreed to collaborate under "Municipal Finance Strengthening Initiative Roll-out (MFSI-II) Project", whose main goal is introducing progressive budgeting methods, improving the transparency of public spending, and raising the public awareness in the budget process.
IBSER will provide consultative assistance to KCSA in developing and implementing the city budget design methodology and developing the concept of budgeting with the engagement of Kyiv citizens. Among other things, this would involve the development of an electronic system, its technical support, and training.
Also, the Memorandum envisages IBSER's support to implementation of the Kyiv Strategic Plan and medium-term planning. IBSER will monitor the formation and performance of city budget, and will deliver training on the methodology of performance program budgeting and efficiency of budget spending.
Signing of the Memorandum of Understanding between KCSA and IBSER is the first important step towards engagement of Kyiv citizens in the formation of local budget with the help of an electronic system, as well as their oversight over the allocation of budget funds.
